Steps

1. Identify level 1 capability domains aligned to value creation

2. Decompose into level 2 and level 3 capabilities

3. Assess maturity of each capability (1-5 scale)

4. Identify capability owners and stakeholders

5. Document dependencies between capabilities

6. Highlight gaps and underperforming capabilities
